Create Local Group Policy

I want to create a local group policy for one user using Windows XP..
Is this possible? I only want this user to access one program.

Nope, not without AD. In XP, the local policy will affect all users. Check
out Windows Steady State or Doug Knox's XP Security Console (google for it)
