Hangup on Boot

SP2 would not download, my pc then froze. Now it won't get past the logo and splash screen. It does not recognize either CD drive so no option of trying to boot from XP CD. How to I get to the BIOS settings? I tried F1 and F2 with no luck. F8 brings me to the choice of booting in safe mode, when I choose 'safe mode' it goes back to the logo and splash screen.
