GPEDIT & XP Home

I have been asked to optimize a friends system and prevent future tampering (from either side of the modem). This was my first look at the Home edition of XP, and how I learned it did not have Gpedit, like the Pro version
Is there something similar, or is every feature a unique obstacle?
