Giving Permission to Other Users to Execute Applications

I have a Windows XP WorkStation. I log in as Administrator and install an
application for other users (which are not admins) to use, but users cannot
execute the application even though they are able to see it under their Start
Up menu. How do I fix this? How do I tell XP that other users of this machine
can execute and use a particular application?

You help is appreciated.

Install the apps to the ../All Users/Shared Documents/ folders.
start/run, type:
%AllUsersProfile%
