Giving users permission to use partitioned drives

I just bought a new computer with a large hard drive. Because it's so big I
partitioned it off into smaller chunks (using Partition Magic).

I have 2 users on the machine. Myself with Admin rights and another user
with limited rights. I can move files and folders into the partitioned
drives fine. The other user cannot. Moving files and folders is C: is not a
problem.

I've already tried giving the second user Admin rights but I get the same
error (Drive is restricted or full). How do I get this other user set to use
the partitions I created?
