game controller control panel (joy.cpl) will not open

Hello, I am trying to figure out why Gametap will not work on my PC, and have
come across the following observations:

1) dxdiag hangs when it tries to open the DirectInput panel
2) when i 2x click on the Game Controller's control panel icon, or run
joy.cpl, nothing happens.

I've tried reinstalling directx, Gametap, and so forth to no avail. Any
input would be appreciated.

Disregard, I disabled some bogus HID devices in the Device Manager and now it
works.
