Hi Gordon,
Try updating your chipset drivers if you haven't already.
It's a long shot, but possibly if those are USB ports they
respond successfully with updated drivers. If they are
gameports however from your sound card, update the
sound cards drivers instead.
If the above doesn't resolve the issue, install windows
over itself to rebuild the system files which may have
become corrupted. Scan with a virus detector, and
Go to the WindowsUpdate site for everything under
Critical and Recommended after testing control panel
again first though:
http://windowsupdate.microsoft.com
