It's a fact as stated. It would also be a fact if I had said closer to a
4GHz P4 since it doesn't specify a specific speed. AMD would have probably
given it a 4200+ rating, which IMO would have been too high. Having now
looked at how it benchmarks, I'd give it a 3800+ rating even though it's
200MHz faster than the AMD rated 3800+. You can decide for yourself how
you want to rate it by using the cpu charts on tomshardware and compare it
to P4's in different benchmarks.

It depends on what you are doing. For the kind of things I do (Verilog
simulations), the A64 with 1M caches is about twice as fast as a P4 on a
clock for clock basis so an FX55 is about a 5GHz P4. The Core2 Duo with a
4M cache is about 25% faster than the Athlon64 on a clock for clock basis.
