I keep getting the following message when I open files in Front Page 2003:

Couldn't open file C:\Documents and
settings\<username>\Local Settings\Temporary Internet
Files\FrontPageTempDir\5fe39c25.htm (or whatever the temp filename is)

To fix this temporarily, I close Frontpage and run a program called
FPCleaner.exe which can clear the FrontPage "Temporary" Files and also clear
the Frontpage Web cache files (*.web). But later, the same problem occur.

Any idea on how to fix this definitely ?

Are you working with an FP web/site opened?

I've had the same problem, and yes, I always work with an open web.

Usually this happens after I've been working on a series of files in the
web. When it does occur, the file I've opened looks fine, EXCEPT for the
header and footer, which are "Include" files. Those don't show, but a
"placeholder appears - a single line with the header/footer filename.

When I close the file, it saves properly, with the proper includes inserted.

This is a known issue with FrontPage 2003 on server based webs. The
resolution is to increase the image and include files caches in the
server extensions configuration.
