FrontPage "server error:cannot rename ".liberty climb014.jpg.tmp

When attempting to publish files to 2003 FrontPage a window appears stating
"server error: cannot rename "liberty bell climb014.jpg.tmp" I posted this
file before but when I am posting a new file I get this error message. I am
new to publishing and so am probably missing something easy, but 8 hours
working on it has not resolved the issue. Any help would be appreciated,

You need to contact your web host and ask them to run a server health check and/or check the
permissions for your account.

you have a spaces in the file names.
..tmp means it's in a temporary folder
can you delete it? and put in a new image with proper naming?
