FrontPAge 2003 Help/Windows Installer Error

I am new to FrontPAge2003 but not new to Front page having used FrontPage 98
and 2000 for years. Now to set the scene.
To install FP 2003 I had to upgrade to Windows XP from ME, added 256mb ram
to my existing 128, and Office Small Business 2003 Upgrade should be
delivered and installed tomorrow. FP 2003 regrettably did not come with a
manual and I have one on the way from amazon.com. So to learn more I decided
to go through the Help File.
Clicking on the Help File I get the message that the Help File is not
installed and would I like to install it now. Clicking yes I then get the
following error message.

Microsoft FrontPAge cannot install the necessary files due to Windows
installer error 1635
This patch package could not be opened. Verify that the patch package exists
and that you can access it, or contact the application vendor to verify that
this is a valid Windows Installer patch package.

Clicking the only option available I am presented with th Would you like to
Repair the installation option. A Yes Click gets the same message.
I don't think that FP 2003 depends [or should depend on] on Office 2003 for
this file but it is not impossible.
Unfortunately it will most likely be a week before the manual arrives.
Any advice on correcting the problem would be helpful.

You might want to consider doing a clean install of Windows XP and not a direct upgrade from Windows
ME, etc.

The XP program I purchased is an "Upgrade Version." When I go through the
install set up, I was given the option at the top 'Upgrade [Recommended] that
was what I chose; I assume the other options will allow the clean install. Is
that correct?

I was about to start the clean install and thought of one more question
before I do.

I don't think it will have any effect on My Documents but wanted reassurance
first.
I won't have any effect on my files will it?

A clean install of Windows XP will reformat C: You MUST have a back up of
all your data, including email, My Documents and anything else you might
need.
