[FP98, 2003] Links don't work in PAGE PREVIEW mode with frames

Hello - I've searched the web for some information on this
issue, but I can't find the right information.
Basically, I've noticed that on both FP98 and FP2003,
when I use a link to load contents into a specific target
frame, it doesn't work in page preview mode, even though
it works in the regular browser outside of FrontPage.
Clicking on the link simply has no effect, and no information
is loaded into the target frame.

I must assume that this is some kind of product defect...
anybody have any similar comments or experiences?
