Formatting re-write DVDs

When trying to format some rewrite DVDs for use to store video, I found that
the format function seemed to have disappeared from the 'file' drop down in
My Computer. This has happened apparently independant of me changing
anything, other than a relatively recent upgrade to XP service pack II, and
microsoft auto 'upgrades'. I restored my computer and the format command
reappeared where I was expecting it. Is this a result of the service pack
upgrade or other microsoft 'upgrades'. My machine is still running service
pack II (i.e. I didn't retore it to service pack I). Any thoughts / what am
I doing wrong?

This has to do with your third party packet writing software. What burner
software do you have installed? CDRW media does not require formatting to
be used with XP native burning software, but DVDRW media is not supported by
the native XP burning application. You may need to upgrade your burning
applications to SP2 compatible versions.
Go to the Software burning web site and look for updates or work arounds.
