Force offline files to offline mode when slow link is detected

Hi,

Over a slow network users are accessing server documents.
We want them to use their offline files. Any ideas on how
users can be forced to use their offline files?

On the Microsoft knowledge base I found article 811525.
It talks about a group policy called, 'Configure Slow Link
Speed'. I can't find this policy!

Any help would be greatly appreciated.
