Folders refreshing every time

I'm using Windows XP Pro SP 2. I leave Outlook Express (ver.6.00.2900.2180)
open all the time. OE has an annoying tendency to refresh the email list of
the inbox whenever I return to it from another application. It's like a
quick blink of the window and it only does it once, whenever I return to
look at my email. I have also noticed this with Windows Explorer, a quick
refresh of folders whenever an already open Explorer window becomes active.
It's kind of annoying. How do I get it to quit? Or is this something that
occurs by design and I have to live with it?

Well, Windows could stop that refresh. I'm not sure if that would help you
much, since the previous window would still be visible over and in the way
of the window you're trying to use. Window refreshes are much less
noticeable, if noticeable at all, in more modern operating systems such as
OS X or Linux.
