Wow! It does a good job of describing what a mess Microsoft made of
this! Officially, as I read it, folders don't have a read-only
*property*, the read-only *bit* is used to indicate special handling
for the directory. Except that not all programs realize that, some try
to interpret that bit as a read-only bit, so they won't save a file in
a "special handling" folder.

Not to mention the GUI design flaw that started all of this: the
three-state button in the directory's property page that's constantly
misinterpreted.
