Flashing Hourglass Redux

There are two users on my desktop PC. When I am signed on the hourglass does
NOT flash. When my partner is signed on the hourglass flashes. This
situation has persisted for 48 hours. To my knowledge all application
updates have been downloaded and installed.

Can someone advise on resolving this annoying situation?

Try a defragmentation of the drives. (start/.../system tools/..)
