Files on HD Won't Defrag

I ran a defrag on a Win2k box volume C drive and there are files that won't
defrag. Can anyone explain what caused this or how to resolve it?

These are the files in question:
\WINNT\ShellIconCache
\WINNT\system32\config\software.LOG
\WINNT\system32\config\default.LOG
\WINNT\system32\config\SECURITY.LOG
\WINNT\system32\config\SAM.LOG
\Documents and Settings\user.computername\ntuser.dat.LOG
