Filenames not alphabetized in Exlorer and File Open windows

For some reason, the list of files in a directory displayed by Explorer
or a File Open command are no longer alphabetized in my copy of Windows
XP SP2.

In Explorer the directories in the left hand window pane are
alphabetized but not those in the right hand directory window.

If I select "Arrange icons by" and select Name, the window is properly
alphabetized.

Why is this?

The folder/filenames used to be alphabetized.

In Windows Explorer, go to any folder, click the column to sort by name to get it the way you want it. Now click on Tools, Folder Options, then select the View tab. Click the button "Apply to All Folders".
