Word 2003, Windows 2000 Professional
Not sure if this is a Word question, but when I use the commands at the top
of the Word screen, the information appears below faded then after a few
seconds becomes clearer. Other users click on File and the rest just pops up.

If I'm understanding you correctly, try Tools/Customize/Options then check
Always show full menus

I do show full menus but it starts out faded than becomes clear. Just found
out also same on Excel.

Found the problem - effects setting in Display (Windows control panel)
