File Being Used By Another Program...

....no it isn't!

This has been happening with annoying regularity. Trying to organize files
into folders, and get the, 'this file is being used by another program'
error. It's not. Every program is closed down. I even re-boot, and get the
same error.

Is there a way at least I can identify what app is supposedly being used?

Is there a way to Ignore, and move anyway?

Kind of frustrating, esp when all-of-a-sudden I can move it, and have no
idea what I did differently.

Any help, pointers would be appreciated.

Process Explorer can show you what's running and what is using it.

Task Manager perhaps? You can try MoveOnBoot or CopyLock. You'll find
links to them and other tools on my pages.

Use Process Explorer to identify which process is accessing the file:

http://www.microsoft.com/technet/sysinternals/ProcessesAndThreads/ProcessExplorer.mspx

If Windows says a process is using the file, then a process *is* using a
file, it's just not necessarily one that is obvious to you.
