empty recycle bin - file Dd27 is being used by another person or program

I open the recycle bin. It shows no files. I select
file -- empty recycle bin. I get a question that asks if
I want to delete two files. I click yes. I get a message
something like "Cannot delete Dd27: It is being used by
another person or program."

I have no other programs open. I have tried rebooting.
I have tried using CMD and deleting the files with the
del command. The full names of the two files are
Dd27.mdb and Dd28.ldb.

I also have this hard drive partitioned. I do not get
the error message on the other partition. It does no not
fix the problem for this partion. But, I don't get the
error message.

Is there an easy way to just wreck the recycler folder
and its SID named subfolders start fresh?
