Try the following and see if it helps. Also, it is a good idea to backup
your favorites in case your Folder gets corrupted.
Go to Tool >Internet Options >Advanced tab
Uncheck "Enable Personalized Favorites Menu"
Click on Apply then click OK.

IE allows me to create favorites and they display on the favorites
sidebar
just fine. If however, I want to organize them, the resulting window
shows
only a blank window with the little red X in the top left corner. I am
unable to do anything from here.
Does it make sense to backup my cookies and favorites, uninstall IE and
then
reinstall or is there a less arduous method of repairing?
