EXTREMELY Slow Desktop Icons Performance

On one of our computers, performance has degraded significantly during
simple desktop operations.

Example 1 (opening files):

When I open MS Excel from the programs list, then do a File->Open [file on
desktop], it takes 1 second. HOWEVER, when I double click on the same file
from the Windows Desktop, it takes 3-4 minutes to load Excel and the
spreadsheet.

Example 2 Context menus:

Right clicking on any desktop icon takes 1-2 minutes to open the just the
context menu. This applies to document icons, shortcuts, and system icons
as well (My Docs, My Computer, etc.)

Example 3 My Documents:

Double clicking takes 1-2 minutes to open the folder listing. Double
clicking any item within it takes minutes to open the document.

This has all happened within one day and prior to any Windows update. No
A/V or other changes have been made.
