Explorer very choppy when scrolling down

explorer is very choppy when i try to scroll down and is
slow when i scroll faster. tried downloading the IE 6
service pack 1 but kept getting an error message saying
it is not certified by XP when installing! it used to
work fine until i reinstalled windows, then the scrolling
became very choppy. any suggestions?

Well i fixed the issue with SP1, i have windows sp1 so i
guess im ok with that. but it is still choppy when i
scroll in internet explorer when it is maxmimized, not
full screen mode. do u know how to fix this?
