Choppy and Slow Scrolling on IE

internet explorer scrolls very choppy and slow. I am running IE 6 on Windows XP Pro, and have the following updates installed to IE: SP1, Q837009, Q832894, Q831167. I have tried reinstalling windows but it is still choppy. How can I solve this problem?
