Explorer 6 service pack 2

Can you help me with an error in xp service pack 2. Using vb i am dislplaying
html based webpage in a form. It contains a link to a local exe file. The
internet explorer does not open when i click on the link. I works fine for
service pack 1 and runs the exe but fails for service pack 2.

What could be the problem.
