Event ID 2004

I disabled the Server Service in Services (huh?), as I have a
stand-alone PC not connected to any network services (there's that word
again) and disabling it is supposed to give better security. But now
Event Viewer shows Event ID 2004 about PerfNet not behaving because it
couldn't connect to the Server Service. Is there a way to resolve this
error message short of re-enabling the Server Service?

My system doesn't seem to have or recognize "exctrlst". Is this
something I need to add to Windows XP from some outside source?

I ran "exctrlst", and I still get the "perfnet" error message in Event
Viewer that is related to the msSQL service (which I do not need and
have disabled in "Services").
