Event 1005

I keep getting a system error. The root of the problem seems to be a 1005
event. The event description follows:

"Windows cannot access the file C:\Documents and
Settings\LocalService\Cookies\INDEX.DAT for one of the following reasons:
there is a problem with the network connection, the disk that the file is
stored on, or the storage drivers installed on this computer; or the disk is
missing. Windows closed the program INDEX.DAT because of this error.

Program: INDEX.DAT
File: C:\Documents and Settings\LocalService\Cookies\INDEX.DAT"

If I understand correctly I should be able to delete this file and it will
be automatically recreated. Is this correct? If it is an active file for the
account being used am I going to be able to delete it?

Actually, on closer inspection, I find that the file in question does not
exist. The listed folder is empty. Perhaps I need to somehow rebuild this
missing file? How can I do that?
