xp sp2 and Iexplorer cookies

I have two folders that are active for IE6 cookie storage...one is in the
following folder:
C:\Documents and Settings\Tim\Cookies , and the other is in
C:\Documents and Settings\Tim\Local Settings\Temporary Internet Files

I am the only user on this machine...are there supposed to be 2 folders /
when I check and or delete from Internet settings windows it seems to affect
only the
C:\Documents and Settings\Tim\Local Settings\Temporary Internet Files
not the Cookies folder...but the only place there is an "index.dat" file is
in the
C:\Documents and Settings\Tim\Cookies folder ?

It seems when I visit a site...the cookie(s) are added to bith folders...?

Am I supposed to have both these folders...and which to delete if not ?

Click Delete Cookies (can't remember what it says on IE6. I have IE7) to
clear cookies folder.
