error "the network is not present or not started"

User gets this error when attempting to access and
resources on network, can access internet fine. Also
noticed in services that computer browser is not listed,
neither is workstation service, neither is server service.
this is a win2kpro workstation. Also event id 12290 "the
sam failed to start the tcp/ip or spx/ipx listening
thread. Also error 7003 the background intelligent
transfer service depends on the following non existent
service lanman workstation. HELP

Forgot to add that the asp.net state service is also not

present in the services list. The server service is
present, netlogon is not present, NT LM security Support
provider is not present, RPC locator, simple tcp/ip
services, TCP/IP print server.
