error occurred opening that folder on the ftp server

On one particular workstation when I login as WindowsUser1
(for eg), I am unable to access our ftp server. I get this
error "An error occurred opening that folder on the FTP
Server. Make sure you have permission to access that
folder. Details: The connection with the server was
reset". WindowsUser1 has admin rights to the computer.
Then I created as logged in as another on the same
workstation (let's say WindowsUser2), I was able to access
the ftp server. When I log on as WindowsUser1 on another
workstation I have no problem. And everybody else in the
office (and in the world for that matter) have no problem
accessing the ftp server. It seems that there's an issue
on that workstation with the WindowsUser1 in particular.
I've downloaded all the updates. Installed the file
Q831167.exe from the Microsoft Website but to no avail. I
tried uninstalling Internet Explorer. when I tried to re-
install it (using iesetup.exe), the setup wouldn't
continue saying that a newer version already exists. So I
had to copy iexplore.exe from another computer. However
the ftp error still exists. What should I do?
