error - no domain server available to validate password on windows 98 machines

We have a LAN enviroment on campus with a few different domain
controllers. On one particular domain controller, when the windows 98
users attempt to logon, they get an error that states that no "domain
server is available to validate your password..". If I switch the
users to log onto a different domain, same computer, they have no
problems. What would cause the windows 98 users to experience this,
but not the other users (I.e Win 2000, winXP). This issue has popped
up off and on for a while now.
