Error Message stating "Unable to Create the Folder"

When I go to create a folder in Outlook 2003, i go to "Create a NewFolder",
fill out the info, hit enter, and I get a big red X stating "Unable to Create
the Folder"

how do i fix this?

What type of mail server are you connecting to?
What type of folder are you trying to create?
What is the name of the folder you're trying to create?

-I am connected to an exchange server at work. i use pop email at home
-i am trying to create an archive folder for my biz clients to archive emails

Ok, so, you get this error both in Outlook where you are connected to the
Exchange server and on your Outlook client where you are connecting to a
POP3 server?
