Unable to Create Folder in Cached Mode

I have a user who is unable to create a folder under her cabinet, it gives
her a error : unable to create folder :

She is running outlook 2003 in cached mode, she is of course able to make
the folder on the server via OWa, and then it appears in her outlook.

Any solution that will allow her to create folders in her outlook client ?
