Error Message KB823980

Whilst trying to send photograph: it wouldn't 'send' and
the above message came up as: KB823980 Setup error. Now
cannot access Photo programme and Outlook Express. I re-
booted computer and attempted again and it 'sent'. Then
when I attempted to send another photo, got the same error
message.
