Error Message 1913

When trying to Download Microsoft Updates, or Reinstall or Detect and
Repair Microsoft Office 2003, or try to install Microsoft Office 2007,
I recieve the following Error Message:

"Error 1913: Setup Cannot update file C:\Windows\win.ini. Verify that
the file exists in you system and that you have sufficient permissions
to update it."

When trying to work with Office 2003, or install Office 2007, the
Install stops and the 1913 Error Message comes up at "File: Win.ini,
Key: Mail, Item: CMCDLLNAME32, Value: mapi32.dll" The Problem only
seems to occur when using Windows Installer with Microsoft Products.
I can and have downloaded other products from the Internet with no
problem. I have also tried using Safe Mode, as well as COMPLETLY
Uninstalling Norton. I have sent a message to Microsoft, as well as
finding a ton of Hot Fixes on their Web Site, but they all have
disclaimers and I am a tad nervous about using them. I have also
searched the Web and found this error all over it, but so far no real
answers. Microsoft Office 2003 is also acting very weird, however I
am afraid to uninstall it for fear I cannot install 2007 and will end
up with neither.

I checked, and my User Account is on, and my Guest Account is off.
However, I really do not know much about this part of the Computer.

In order to install software, etc., you must be logged on as an
administrator.

Are you doing this under the Administrator Account?
