Recieving is not a problem. Error codes 0x800ccc7d and 0x800ccc18 appear.

The error codes often aren't enough - we often need the whole error
messages to see the part we recognize.
You may not have the sending part of your setup right yet. Ask your
email provider (who is probably also your internet provider) for their
instructions for setting up to use their email servers. If they haven't
written instructions for Windows Mail yet, use their instructions for
Outlook Express, but under Windows Mail instead. The instructions
are probably somewhere on their web site. Or, you could tell us
who your email provider is and see if anyone here already knows
where to find the instructions.
Norton Security often interferes with Windows Mail, but seldom that soon.
To stop it from adding new problems, you have to uninstall it, not just
disable it. This program will help clean up after it:

Leave it with no antivirus program until you know that no more cleanup
is needed.
If you want a replacement antivirus program that doesn't interfere with
Windows Mail, I recommend either avast! or AVG for home use, either
one with a custom install that tells it to leave out the part that scans
email,
