Error 720 ... no PPP? Dial up and ADSL issue

On connecting to our ISP, either via our ADSL connection or analogue
DUN, we get a "720 error" related to 'PPP', but i can find no resolution
to the issue.

Is this a broken TCP/IP stack or something .... full re-install of WinXP
Home required?

I've tried over-installing Windows on itself but without success in
clearing the problem.

Any advice appreciated.
