Error 7000 event every bootup normal?

I run XP home SP2 on a wired network with another computer. It doesn't
affect anything that I can tell, but system event viewer shows "error ID 7000
mrtRate service failed to start due to error: The system service cannot find
the file specified" every time I boot. Is this normal? Does it hurt
anything? Fix? Explain what is happening.

When attempting to find out something about a Microsoft product, often a
search at their support knowledgebase site might find something
(http://support.microsoft.com/). One of the matches was
http://support.microsoft.com/?id=305649. See if it applies to you. If
not then maybe one of the other articles apply to your situation.
Otherwise, a Google search might find something relevant
(http://www.google.com/search?q=mrtrate).
