emailing photos and SMTP server

Please help

For some reason, now I am unable to send pictures through Outlook Express. I can receive and open photos sent to me without problems. I have tried compressing the photos (30-40 KB) and sending them one at a time but that doesn't help. Eventually I get the message "Your SMTP server has not responded in 300 seconds. Would you like to wait another 300 seconds?". If I choose "wait", eventually I get the same message again and again while the email sits in my outbox. I use Norton Antivirus 2004 and have disabled the "scan outgoing messages" option. I don't have DSL. Any insight would be appreciated
