email too many files attachments

I have a problem attaching files on an email.
If I try to insert 16 photos < 100 kb each appear a message:
too many files attachments.

Is that in an NDR (non-delivery report) you receive from the recipient's
mail server?

Is that in some error message issued by Outlook 2007?

Do you have anti-virus software that scans your e-mails? If so, turn it
off. Some AV programs have worm detection where they monitor the
characteristics of outbound e-mails, one of which could be checking how
many attachments there are in an e-mail.

When I just open the new email and try to attach the files apears the
message: too many files attachment.

You provided no background information on this, it's likely why no one has
responded. Please reply with your version of Outlook and type of mail
account.
Does the error occur after you send the email or while you're attaching the
files?

I use Outlook 2007 /Windows Vista Business.
The problem occur when I am attaching the files in any email account tha I
have in my profile , and before I try to send even before the email has an
subject.

I just open a new email and try to attach tnen the error message apperas

And, again, what happens if you disable any e-mail functionality in your
anti-virus program?

What happens if you run Outlook in its safe mode ("outlook.exe /safe")?

The event you describe is NOT part of Outlook. You have some other
program that is monitoring the number of attachments to an e-mail.
