Email links produce warning

This is going to sound a dumb question but .... recently, clicking on
hyperlinks on emails produce the message "This operation has been cancelled
due to restrictions in effect on this computer. Please contact your system
administrator". The system is a stand alone laptop running Windows XP and the
Outlook package is 2003. I have administrator rights.
I (or something) must have changed a security setting somewhere but don't
know where. I can get round this by copying and pasting the link into a
browser toolbar, but it's very inconvenient. Links on web pages work fine.
