links have stopped working

Outlook 2003; XP; suddenly, www links no longer work when clicked from in an
email. When I click a link, i get "This operation has been cancelled due to
restrictions in use on this computer. Please contact your system
administrator." It's my pers., notebook, at home, no network/no system
anything. I don't remember resetting anything. What to do?

Since using Outlook and "www links no longer work", you *do* have a
network: Your internet connection (dial-up network or similar). Note
that any malware has the same administrator privileges as you have while
surfing the internet and clicking all and everything unless using a
restricted account.

I don't remember resetting anything. What to do?

Update your anti-virus and scan the compromised system. Note that todays
malware can easily bypass any anti-virus at any time.
