E-mail does not appear until hours later? exchange2000/outlook2003

Setup

Windows 2000 sp4
Exchange 2000 sp3 with latest security update
Symantec Antivurs Enterprise Edition with mail Security 4.5 for MS exchange

Just migrated users over to office 2003 from office 2000.
Now some of my users are having issues with outlook 2003 not showing some
e-mail messages until hours later.

Steps taken:

Verfied times in each e-mail header, no delays
Changed Send/Recieve Settings so that a automatic send/recieve is done
every 3 minutes.
Verified Tools - options - Mail setup - Send immeditaly when connected is
selected
Verified Ms Exchange Server settings - > connection -> connect using my
local area network is selected

Server has free HD space, exchange partition has several gigs free.
No errors in event viewer.
No virus error's

Crank up Transport diagnostic logging?
Disable AV?

Andy,
Checked msg tracking and the times line up, beginning to think it is a
problem with outlook not asking the server for the msgs like it should
Looking into the AV on the client which Symantec Corp v9.0.1400

and since you are using Outlook 2003 now, compare the performance
between online and cache mode.
