Downloading problem with IE from FTP sites

I have a computer that can not download from any ftp web
site using IE. The response we get is "Internet Explorer
cannot download <filename> from <ftp site>." "A connection
could not be established"

Any suggestions?? This computer is current on all
security updates and virus protection.

SYMPTOMS
Programs that use Wininet functions to post data (such as a user name or a
password) to a Web server retry the POST request with a blank header if the
Web server closes (or resets) the initial connection request.
