You don't mention the version of Windows you are using so I can only guess
at a suggestion. Try the following and see if it helps:

In IE>Tools>Internet Options>Security tab>Internet Zone>Custom level button
Scroll to the bottom under "User Authentication" and make sure "Prompt for
user name and password" is checked.
