downloading an .xls document from a webpage-

XP SP2 all current updates. No matter what security options I change IE
popsup the "to protect you internet explorer has blocked this download, and
then when I click on the popup and select "download" it just refreshes and
then nothing else. One interesting thing, the page that the download link is
on is actually a (published pdf webpage??) I am not sure what to call it
actually. Its a webpage that open in Adobe.

Also, it works fine in Mozilla.
