Downloaded file won't open

In Hotmail, when I download a file from an email, it asked if to Open or to Save. When I selected Open, nothing happened. When I selected save, it allowed me to save to a local drive and open it later. How can I get to Open in the first instance? It worked before. Is there a setting to change? Thanks.
