Can't open file download only save

When I download a file through IE and select "Open" I get the same dialog box
as if I selected "Save". It appears I can only save the files to my computer
and not just open the file at time of download. Any ideas??

I noticed there were a few posts about the opposite problem, only being able
to open and not prompted to save, but I don't think those solutions apply
here.

Using IE 6.0.2800.1106, Windows 2000 v5.0 Build 2195, Service Pack 4.

Try the following and see if it helps:

Clearing the TIF Cache -
Safely Delete the Temporary Internet Files

If still no joy, then your Cache may be corrupted, see the following:
